The Food and Drug Administration sent a letter in late June to Representative Frank Pallone Jr., Democrat of New Jersey, giving an overview on imported cosmetics. The letter warns Congress that the F.D.A. is frequently turning up contamination, illegal ingredients and other problems in the soaring number of cosmetics imports.
